Position Description:
Office Building & Critical Infrastructure Management

Operations Management
-Monitoring (alarms and equipment condition monitoring via BMS);
-Data and Equipment Condition Analysis;
-Services Level & Quality Control;
-APAC Operations Meeting Attendance & Implementation of Items Discussed;
-Risk Management.

Primary responsibilites of FM include, but are not limited to:
Check and supervise the current condition of electrical, mechanical and other essential facilities and equipment.
Keep the records and accounts accurately, organized and with the transparency and will have to maintain accurate records of the condition of the equipment and other systems in the building.
Maintain the systems and equipment of the company free of problems, so will have to create mechanisms to detect problems at early stages.
Identify common problems of the company or rental building, such as power capacity shortage, and develop alternative solutions for those problems.
Ensure that H&S policies are up to date, especially safety measures.
Ensure that appropriate staff training is in place to ensure competent work output.

FM Help Desk Management Support For
-User Requests (such as Lighting and Office Air-Conditioning, Plumbing Maintenance, Others);
-Non M&E Operations and Maintenance;
-Services Level & Quality Control;
-Risk Management.

Maintenance Management
-Break Fix Maintenance;
-PPM (Planned Preventive Maintenance) and Middle/Long Term Maintenance Planning;
-Inventory Control;

Primary responsibilites of FM include, but are not limited to:
Create a schedule or time table of regular evaluation of the facilities.
To initiate interventions to solve problems in the facilities as early as possible.
To check daily check lists, PPM and adhoc maintenance reports, and also capacity management reports.
Coordination of regulatory annual power down events (Office Building and BCP Site).
Change Management Control - review of TCMs (Technology Change Management) and evaluation/pre-approval of method statements.
Check share point site of BCP's landlord on regular basis, to create TCMs for BCP site maintenance events.
To manage maintenance events calendar to prevent conflicts and also to prevent critical works being carried out during Brownout/Blackout and also Lockout periods.

IT (EDC - Enterprise Data Center) Support
-Point of contact of EDC;
-Emergency Response and Escalation to EDC for Office Comms Room facilities related events;
-Technology Change Management (TCM) Control;
-To attend regular meetings with EDC;
-Risk Management.

Incident Management
-Emergency Response;
-Emergency Notification, Escalation and Reporting;
-Review and Update Emergency Contact Flows on regular basis;
-Change Management and Resolution;
-Facilities manager will have to develop staff development programs, such as skill enhancement trainings, and regular emergency response drills;
-Risk Management.

Project Support
-Test &Commissioning (T&C) Review and Witness;
-Training and Preparation of Standard Operation Procedures Documents;
-Design Review from Maintenance & Operations prespective;
-Risk Management.

FM has to participate in the development of policies and procedures because it will affect the use of supplies and facilities in the company.
FM will have to ensure about the working process of all the equipment and other facilities if they are working properly.

Energy Management
-Load Measurement Report Analysis and Data Management (Capacity Management);
-Management of MS Internal Reports (Cost Savings Tracking Report, Load and Carbon Disclosure Reports);
-Energy Conservation Report Management (reports to be submitted to local authorities, such as METI, Tokyo Metropolitan Government Office, and others if required);
-Risk Management.

Audit Contact
-Internal Audit Contact
-To attend internal and external auditors when required;
-To attend auditors hired by MS insurance provider companies;
-Risk Management.

Audit requires coordination of site tours with landlord and other Business Units as well.

Administration Work
-Financial: Budget Planning and Execution, Cost Tracking Management;
-Management of Outsourced Tech Team/Facilities Help Desk;
-Management of Resources and Working Hours;
-Management of Roles & Responsibilities;
-Management of Scope of Work and SLAs;
-Service Contract Management;
-Interface between Property Operations and Procurement/Sourcing Team;
-Risk Management

FM will oversee the financial management and budget and also participate in the budget preparation process, in order to get adequate funds for its operation.

Skills Required:
-At least 10 years of experience providing management and on-call support of multiple building and/or data center facilities.
-An undergraduate degree in a technical field (Electrical Engineering, Mechanical Engineering, Industrial Engineering); advanced degree is preferred.
-An excellent understanding on the nature of mission critical systems (Data Centers, Financial Institutions, Power Plants, etc.)
-Teamwork and Resource Management: ability to manage the team members, recognize their talent, provide coaching when necessary, operate at all levels to stay connected to the details and audit frequently.
-Act as an owner: the candidate needs to be self-starter and independent worker.
-Ability to solve problems at their root, stepping back to understand the broader context.
-Previous vendor negotiation and management skills for building and/or data center facilities maintenance contracts.
-Ability to write and review accurate and complete support procedures, system documentation and issue tracking entries.
-Shows good judgment and instincts in decision making.
-Ability to prioritize in complex, fast-paced environment.
-Proactively and continually improve your level of knowledge about MS' business and relevant technologies.
-Teamwork: to demonstrate ability to take ownership of technical issues raised by Property Operations clients (other BUs, PM Team, Engineering Team, etc.). If they are not able to resolve certain issues by themselves, to demonstrate a willingness to actively engage other support teams to drive it to resolution.
-An interest in your work subject matter that ensures that you and your team keeps abreast of all relevant industry standards changes and innovations practices.
-Personal Skills:
English communication skills (native level preferred)
Basic PC skills (MS Word/Excel/Power Point), and CAD (preferred but not essential)
He/She must be vendor neutral, in order to operate/manage in a multi vendor environment.

Preferred Qualifications
-An excellent understanding of the Electrical System in critical system operations.
-An excellent understanding of the Mechanical Systems in critical system operations.
-Certifications/Accreditations that will be viewed positively:
-Certification on Energy Management (Kanri-in)
-BICSI, CDCP/S/E or equivalent
-Others related to Facility Management
